The following article appeared in the Souvenir Program of the California State Guard's mobilization on 17 August 1941 at the Santa Anita Racetrack:
 
The 1st Observation Squadron, the first aviation unit in Southern California's State Guard forces already lists 18 privately owned planes which have been offered by their owners, for home defense. Under the command of Major William Leslie Dunn the Squadron has an authorized strength of 25 officers and 92 enlisted men. The function of the squadron is to serve the California State Guard as the army air corps serves the army for reconnaissance, observation, emergency transport of personnel, and transport of equipment. Picture at the top of the page shows the squadron being mustered in by Major William Silliman. Smaller picture is that of an instruction class under Major Dunn, Squadron Commander.
