Established effective 31 May 1943 under the the control of the Army's Chief of Transportation, this installation was located in the Guaranty Building at 411 West Fifth Street in Los Angeles. For most of its history it operated under the direct supervision of Ninth Zone Transportation Officer located in Salt Lake City, UT.

This agency operated until 1 May 1946 when Army Service Forces Circular 97 dated 18 April 1946, consolidated all transportation zones and districts with their corresponding service commands.
