Military Historian Selected to Lead California's Community Colleges SACRAMENTO - The Board of Governors of the California Community Colleges today announced the appointment of Los Angeles Community College District Chancellor Dr. Marshall "Mark" Drummond as chancellor for the state community college system. Dr. Drummond is a Warrant Officer 1 in the California Center for Military History of the State Military Reserve.

Drummond will officially assume his new role on January 18, 2004, when exiting Chancellor Thomas J. Nussbaum officially retires. He will begin spending time in Sacramento on January 5, however, in order to work with Nussbaum to ensure a smooth transition in leadership for the largest system of higher education in the world.

"We are extremely excited that Chancellor Drummond has accepted this position," said Catherine L. Unger, President of the Board of Governors.

"This is a challenging time for California and the community colleges. Mark Drummond has a record of galvanizing public support for the colleges and we believe he will hit the ground running to work with the new Governor and the Legislature to find the resources needed to keep the colleges vital in building the future of the state."

"I am grateful for the opportunity to serve the California Community Colleges at a time when enrollment demand is at an all-time high, and the system is poised to play an increasingly pivotal role in California's future," Drummond said in accepting his new post. "I want to offer my thanks to the Board of Governors, and to my predecessor, Tom Nussbaum, whose courage and skill as chancellor have led the system through difficult times and strengthened the system."

Appointed chancellor of the Los Angeles Community College District in June 1999, Drummond is credited with resurrecting the district from a troubled history of financial hardship, archaic bureaucracy and declining enrollment.

During his tenure, Drummond succeeded in getting two bond measures, Propositions A and AA, totaling more than $2 billion, approved by voters to make much-needed improvements to the nine Los Angeles community college campuses. In addition, he created a decentralized administrative system that empowers each of the colleges, the college presidents, and the communities they serve. Drummond also has revived awareness of the opportunities available to students who enroll in Los Angeles community colleges. Within four years, enrollment in the District grew from 100,000 to more than 130,000 students before the colleges were forced to cap enrollment due to state funding cuts.

"The Board of Governors faced a tough choice in selecting the next chancellor of the California Community Colleges. They have made the right choice with Mark Drummond," said California State Secretary of Education Richard Riordan. "Mark comes to this post with a reputation for being a turnaround specialist and an effective leader. I look forward to working with him."

"I am greatly encouraged by the selection of Mark Drummond," said Senator Jack Scott, Chair of the Senate's Budget Subcommittee on Education. "He brings a wealth of experience, excellent educational insight and a fine set of leadership skills to this position."

Prior to joining the Los Angeles district, Drummond served as president of Eastern Washington University for nearly a decade, significantly increasing the university's endowment, grants and contracts and private and public funds. Drummond also served as executive vice president, vice president of administrative service and finances and vice president and chief information officer.

Drummond holds extensive experience in the private sector as well. He was a founding member and general manager of Technology Specialists, Inc., and general manager for West Coast operations at Systems and Computer Technology Corporation, both based in Pennsylvania. Drummond is also the past president of Management Services Associates in Hayward, California.

As Chancellor of the California Community Colleges, Drummond will oversee policy development and work with the Board of Governors to provide leadership, accountability and advocacy for the system. Responsibilities of the Chancellor's Office also include college financing and program management.

Nussbaum led a period of growth and system development while at the helm of the California Community Colleges. He is credited with increasing fiscal support for the system and visibility for the colleges' ability to bolster the social and economic success of the state. He led during four of the largest funding increases in system history, resulting in a base budget increase for community colleges of more than $1.75 billion. His policy recommendations to address educational issues, such as increased access and accountability, helped to shape the fundamental role of community colleges in California today and in the future.

"The past seven years have been tremendously fulfilling, both in terms of being able to develop a strategy for the future of community colleges in California and working with the Board of Governors, my staff and educational leaders throughout the state," said Nussbaum. "I have always appreciated Mark Drummond's creativity, dynamism and results-oriented approach and I think the Board made a great choice. I am looking forward to working with Mark and the Board of Governors to ensure an orderly transition."

"It was great news this morning to hear that the Board of Governors has selected a great leader from among us," said Piedad E. Robertson, Superintendent/President of Santa Monica College. "I look forward to working with him in his new capacity as chancellor of the Community Colleges system."

"Mark Drummond will make an excellent chancellor for the California Community College system. He is an experienced leader who certainly knows the pressing needs of higher education in general and the community colleges in particular, since he has led the Los Angeles district the past four years. I look forward to working with him in Sacramento, as all of higher education joins together to protect quality and access for the state's students," said California State University Chancellor Charles B. Reed.

Raymond Holdsworth, Chairman of the Board for the California State Chamber of Commerce strongly endorsed Drummond's selection.

"I have worked closely with Dr. Mark Drummond and found him to be a highly effective manager, who has proven capable of guiding the Los Angeles Community Colleges District in good times as well as challenging times," Holdsworth said. "Above all, he is dedicated to providing opportunities for students to succeed, and to get the highly diverse next generation ready for careers. A trained and educated workforce is critical to California's economic future."

The California Community Colleges is a system of 108 public two-year institutions that are administered through 72 community college districts throughout the state. Each year more than 2 million students enroll in the community colleges to prepare for transfer to four-year colleges and universities, train for new careers, or upgrade their technical or academic skills.

Historians Hold Annual Conference: Over fifty SMR Soldiers and guests attended the fourth annual Military History Conference, held at Camp San Luis Obispo (CSLO). The Conference featured professional development training, presentations of projects and formal papers regarding military history. The soldiers heard updates on various projects undertaken by the California Center for Militay History and subordinate units and received current information on key activities of the California National Guard (CNG).
 
As the Conference opened, BG William Hamilton, Commander of CCMH, announced that the CNG was asked to host the National Guard Museum Conference in 2004. BG General John Alexander, Assistant Adjutant General of the CNG, addressed the assembled Soldiers and briefed them on the progress of establishing a Joint Headquarters at the Office of the Adjutant General (OTAG). Mr. Jerry Dietz, treasurer of the 84th Division Association presented a check for $1000 to CSLO Commander LTC Kelly Fisher. The funds are to be used for the base historical Fund. LTC John Buethe provided an update on CNG Homeland Security Activities. The Soldiers traveled to Camp Roberts to receive briefings on the M1A1 Abrams Tank and the Bradley Fighting Vehicle. The Soldiers also visited the Camp Roberts Museum and the historical vehicles displayed and stored at the museum’s restoration facility.

MAJ Roger McGrath and WO1 Marker Denger of the CCMH Naval History Unit presented their video entitled from Cruisers to Carriers. The video is about the accomplishments of 1LT Eugene Ely of the CNG. In 1911, 1LT Ely was the first man to fly from the deck of a U.S. Navy vessel and later that year was the first man to land an airplane on of a U.S. Navy vessel.

MAJ McGrath and WO1 Denger presented a second video on the Great White Fleet. This video was based on the photo album kept by Mr. Emerson Manley who sailed with the fleet. Mr. Guy Orr, grandson of Mr. Manley supplemented the video with a biography of his grandfather.

Other presenters included Dan Krieger, History Professor at Cal Poly San Luis Obispo, who discussed the activities of LTC John Fremont and the California Battalion in San Luis Obispo. LTC John Justice spoke on Fremont and the Capitulation at Cahuenga; COL Ken Neilson spoke on World War II war dogs with pictures and artifacts. COL Eric Martens and MAJ Thomas Nott discussed the history of the Thompson sub-machine gun. LTC Norman Marshall gave vignettes from the recently completed volumes on California Naval History. 1LT Mark Susuki made a presentation about the Combat Infantry Badge in World War II. CW4 David Crippen introduced his CD on the military service of the Presidents of the United States. SFC William Dean demonstrated the use of civil war equipment and uniforms. SSG Dan Whitney spoke on early 20th century naval uniforms and the functioning of the 16 inch naval gun turret.

During the CCMH award ceremonies, COL William Huss, Commander of the Naval History Research Element was awarded the Order of California in recognition of his contribution to the discovery and retention of California’s military history. WO1 Mark Denger received a California Commendation Medal for his service to the Soldier Readiness Program. CW2 Henry Leon and WO1 Denger received State Service Ribbon, awarded for state active duty supporting the California Army National Guard. SFC Sandy Peralta was recognized by BG Hamilton for her leadership in establishing a historical program at Camp San Luis Obispo.

86th Infantry Division Makes Major Donation to Historical Program: In 1940, the U.S. Government took over the nearly 4000 acres of Camp Merriam and renamed it Camp San Luis Obispo as a combat training facility. The post was used to train over 500,000 soldiers. In 1947 Camp San Luis Obispo was returned to the State of California.
 
In 1944, the 86th Division, also known as the Blackhawk Division, was assigned to Camp San Luis Obispo for training and preparation to fight the Japanese in the Pacific. However the German counteroffensive in the Ardennes in December of 1944 changed the plan. The Division was sent to Europe and engaged the Germans and fought until they surrendered in May of 1945. The Division was returned to the U.S. and given 30 days leave. The Division was reorganized and scheduled for participation in the invasion of Japan. The Division was sent to Luzon and participated in fighting the Japanese in the Philippines. The Division was one of two divisions who fought in the ETO and the Pacific. The Division ended up in Japan and was discharged in 1946.
 
Like many of the World War II veterans, the 86th Division formed an association. Their memories of training at Camp San Luis Obispo led some of them to return to make their homes in the area. When the members of the 86th Division Alumni Association learned that Camp SLO was planning to establish a museum, they voted to donate funds and give some of their memorabilia to the Historical Foundation for eventual display.
 
During the celebration of the 75th anniversary of Camp San Luis Obispo, Mr. Jerry Dietz, a World War II Veteran and Treasurer of the 86th Division Association, worked with SFC Sandy Peralta and others from the CCMH in setting up a display about the 86th Division at the temporary museum. During the 2003 California Center for Military History (CCMH) annual Military History Conference, Mr. Dietz presented a check for $1,000.00 from the Association to Camp San Luis Obispo Post Commander LTC Kelly A. Fisher for use in developing the Post museum.

Army History Chief Commends Historians: Brigadier General John S. Brown, Chief of Military History of the United States Army, sent a congratulatory letter and commended the California Center for Military History as an outstanding organization. The letter was read to the CCMH Soldiers attending the Annual Military History Conference held at Camp San Luis Obispo October 24-26. The text of the letter follows:
 
 
It gives me great pleasure to congratulate the fine soldiers of the California Center for Military History on the occasion of this annual event. You all know how hard you have worked to make your center the outstanding organization that it is, and to sustain that superb reputation over time. Even here in Washington D.C. you will find that your reputation shines, especially with the Director of the Army National Guard, who has shared of your impressive performance with me personally.
 
Given my technical responsibilities towards the Army Historical Program and the Army Museum System, I frequently choose outstanding organizations as a benchmark for others to emulate. Historians Support Camp San Luis Obispo's 75th Anniversary: Soldiers from the California Center for Military History (CCMH) provided historical and ceremonial services to Camp San Luis Obispo (CSLO) during the open house commemorating the 75th anniversary of the “Home of the California National Guard”.

SFC Sandy Peralta of the CCMH HIstorical Support Detachment developed a historic driving tour of the camp. The tour is now contained in a brochure and is available to the public. The CSLO detachment also put together a temporary museum featuring displays of historic uniforms, equipment, unit, individual and camp pictures. The unit also sold coins, tee shirts and pins to raise funds for the establishment of a permanent CSLO museum.

In addition CCMH soldiers completed several oral histories of California National Guard, including LTG (Ret) Herbert Temple, former Chief of the National Guard Bureau; MG (Ret) Robert Thrasher, former Adjutant General; and MG (Ret) Jim Delk, former commander of the 40th Infantry Division. MAJ Ralph Ramirez and WO1 Mark Denger, both experienced oral historians, completed the interviews, using state-of-the-art video equipment.

Other CCMH soldiers conducted historic tours of the Camp.

Historic Building Burns at Camp Roberts:  Sunday, May 4, 2003: Camp Roberts lost a major historical building this morning at 1 a.m. due to fire. The Post Service Club, located next to the gym, burned to the ground with loss of many memories and momentos of times passed. The building, built in 1940 as a recreation hall for soldiers, is a terrible loss for all us who felt Camp Roberts was more than just old and tired Army relic of an installation. The cause is undetermined at this time.We at the Camp Roberts Historical Museum view this loss with great sorrow.

The building was a real treasure, giving the soldiers a place to get away from it all, to get warm or to cool down. To meet with friends, have a beer and pizza, play pool, watch TV, or just read a book. This loss coupled with the loss of the pool a few years ago, will make life a little harder for those who serve our country at Camp Roberts. To Fly Beneath the Waves: World War II Submarine Veterans Oral History Project: As a tribute to those men who silently served our nation in submarines during World War II, the California State Military Museum has announced its plans to participate in an extensive oral history project proposed by and being developed by the California Center for Military History designed to capture the true-to-life experiences of our nation's submarine veterans of World War II, entitled: "To Fly Beneath The Waves" – The World War II Submarine Veterans Oral History Project.

These unsung warriors fought a secretive undersea war against Japan that was perhaps the most decisive single factor in the collapse of the Japanese economy and logistic support of the Japanese naval power. Yet, for over fifty years, their remarkable story has remained virtually untold –until now.

Motivated by the urgent need to collect the stories and experiences of our nation's surviving submarine veterans of World War II while they are still among us, the California Center for Military History partnered with Abbey Academy of Arts Incorporated, who unveiled their plans to launch this multi-year, multi-phase digital video oral history project.

Knowing that this and future generations of Americans have much to learn from those veterans who served their country during World War II, the California State Military Museum embraced the World War II Submarine Veterans Oral History Project.

To further facilitate the project, the California Center for Military History has teamed with the California Military History Educational Project and has developed interview guidelines, survey questionnaires and a project overview, complete with sample "Lesson Plans" and "Student Worksheets", for use by teachers and students alike under the programing of the California Military History Educational Project.

This extensive oral history program will capture the experiences of our nation's World War II submarine veterans and then present their stories in such a way as to educate and inspire the next generation of youth. Instead of a dry historical perspective, through the use of the Internet, combining the power to television, video and multimedia programing with online interaction, we propose to present a visually stimulating presentation that is both educational and entertaining in a contemporary format that will reach out to our youth.

Typically, interviews span only the period of World War II. However, interviews may include discussions of various tours of duty during the course of a submariner's career and can generally cover a wide range of topics and personalities. These videos will be made available for research at the California State Military Museum. Video interviews will ultimately be transcribed, annotated and indexed –making available the recollections of these unsung warriors for future generations.
